Send your graphic design to this company and they’ll give you back valid XHTML/CSS that’s supposedly SEO optimized, accessible, compatible with major browsers, and contains “no inappropriate tables”. Prices start at $149. I haven’t tried it but it seems like a good deal:

Blake from Provo Labs submitted a graphic mockup to them and they returned it in valid XHTML very quickly. It looked sharp and was well done, so we’ll be using it for some WordPress blogs. Appearantly the cost can include a complete a complet WordPress theme.
